So just rewrite it to any Valid value- and you will get phone back to work without spending Rs199.
For example, lets take IMEI of 10years old Nokia 6110 which was sold in Portugal.
Very unlikly that any of this mobiles is used nowadays in India. So we take first 8 digits 49054510 and change IMEIs from 000001 to 999999
this will give us 1 million of valid IMEIs.

Hello,

Yes, it's interesting situation.
Let's think, what will happened in India if this procedure will be really illegal.
Here is one link: http://www.ndtv.com/news/india/2_cro...sconnected.php

Also below you can see selected text that may be interesting for illegal/legal discussion.

What do you think about it ?

We can not use any digits for last 7 numbers as last digit is calculated from 1st 14 number.
here is what I got from

\\//http://en.wikipedia.org/wiki/International_Mobile_Equipment_Identity//\\

Check digit computation

The last number of the IMEI is a check digit calculated using the Luhn algorithm.

According to the IMEI Allocation and Approval Guidelines,

The Check Digit is calculated according to Luhn formula (ISO/IEC 7812). See GSM 02.16 / 3GPP 22.016. The Check Digit shall not be

transmitted to the network. The Check Digit is a function of all other digits in the IMEI. The Software Version Number (SVN) of a mobile is

not included in the calculation. The purpose of the Check Digit is to help guard against the possibility of incorrect entries to the CEIR

and EIR equipment [registries]. The presentation of the Check Digit (CD), both electronically and in printed form on the label and

packaging, is very important. Logistics (using bar-code reader) and EIR/CEIR administration cannot use the CD unless it is printed outside

of the packaging, and on the ME IMEI/Type Accreditation label. The check digit shall always be transmitted to the network as "0".

The check digit is validated in three steps:
Starting from the right, double a digit every two digits (e.g., 7 → 14).
Sum the digits (e.g., 14 → 1 + 4).
Check if the sum is divisible by 10.

Here you can check if IMEI is valid or not and belongs to whom.

just check software "Service" page and you will see, that last 15th digit is calculated by software according to first 14 digits.
