Flash it first then check phone is entering in local mode or not......

first check the phone in software.
if not solve go to hardware.

if hardware, make backup the rpl by using jaf or twister. then replace the flash ic, then write again the backup rpl.. then unlock..

check if the phone detect by the software. then flash in a higher version. if not 100% hardware problem..
