Probably because you tried more than 5 times with wrong codes thats why you now get "not allowed" instead of "code error"

Try to do full factory setting with any device and retry your codes

...factory reset is going to mess up the phone, it most likely will end up with Contact the retailer error. and again, factory reset wont reset simlock counter..

Ok - I had the same problem.

I have a Nokia 6630 on T-Mobile, and the phone came locked.
I contacted T-Mobile to ask them for an unlock code, which they sent me. However, it was the wrong code. This happened twice.

This phone only allows 2 attempts at entering the code. My phone was therefore unable to be unlocked by an unlock code. By the way, if "Not Allowed" comes up on the screen, it means that 2 attempts have been made.

Resetting the phone does not work - I tried a software reset (*#7370#), and a hardeware reset (I took the phone into Carphone Warehouse, where I had got it from).

In the end, I simply kept taking it to be flashed, as Carphone Warehouse has a policy that if after 3 times the phone still has a problem, they will replace the handset. I got my new handset today, and luckily it came unlocked
