show: no service - carrier (in my case ANCEL from Uruguay )

just brought a motorola v3i from a car boot sale and i am having some probs with it . i cant make or recieve calls as it displays call failed or call not allowed. it has been suggested that it might have been blocked by the network. if it has'nt what can i do and if it has how can i get around these probs.

Sir i have one L6 having the software problem i.e when i press the keypad light turns on and turns off. i flashed the phone now everything is ok incoming calls and otgoing calls but the only problem is the display. Display is not coming but in test mode onle light appears but no image. i have changed the display but the problem is same iflashed 2-3 times not solved my problem. Motorola E1070: Does the white dot at the back turn red when its water demaged? Phone now says "critical error 01 13" when switched on. Before taking to repair shop for opening it said "insert sim". Is repairer being truthful???
