6233 Can't get to TEST/LOCAL mode?!!!

Hi masters,
I have a 6233.Flashing is ok by FBUS and USB cables but it can't get to TEST/LOCAL mode.I need to "File system format".The phone is malfunctioning and i'm sure doing this procedure would solve the problem.I changed my FBUS cable but the same result even with the new cable.
Shall i do special thing when putting the cable into the phone?

if need Test/Local mode in fbus try modify cable and in usb connect phone and try change mode on mt software if does not work then try this
If phone powers up or if nokia logo comes up try manual format *+3+green button+power it will format and your phone will be in working condition 100%

For modifying the cable you have to put "68k Resistor" between BSI & GND and 5.1k-7.1k in BSI Line.
