What program is most suitable (and 100% working) for this?

If you want to unlock it use:
x35 spunlocker by JIC Electronics....it's one of the best around...

Yes siemens by Jic electronics not only remove Provider code but also Phone code. First you have to check version by presiing buttons *#06# in your phones keypad, then phones IMEI will apear on screen, now just below your phones LCD on the left side are Buttons which has two arrows facing left and right (<- -> ) press the one on your left then phone screen should show what your phone version is. all you have to do next is select the model and Version of the phone you wanna unlock in the software.
