If you u using griffin as you flasher tool, then this is the solution:
1)Backup ur phone PM files. (if you already have PM file then skip this)
2)Flash your phone with erase file.
(for 3650/3660 is "3650_erase_flash0_flash1_flash2.fia")
(for 6600 is "6600_fullerase.fia")
3)Flash your phone with phone firmware. (file end with extension C1, C2, C4, C5.....)
4)Flash your phone with PPM firmware.(for those english firmware version, ppm is compulsary else you get 4X blink, PPM file end with extension 01,02,03,04....)
(chinese combo no ppm firmware so skip this)
5)Upload PM file that is just backup.
6)Upload SIM Rebuild to enable sim card.

DONE.
Your phone is working again.

Simple Solution for 6600 "Contact Retailer" and 4Binks using Twister, UFS Software

Step 1: Click ERASE Flash
start address: 02000000
end address: 027FFFFF

* if you get an "Erase Flash Error" message in a specific address in the flash
ic, this means that you have a damaged flash IC. You will need to replace
flash IC number 2 inside the phone. (The 6600 has 4 flash ICs inside).

Step 2: If you are successfull in erasing flash IC number 2, make a full flash
of the phone... MCU + PPM + Bluetooth if necessary.

Step 3. If you are successfull in full flashing the phone, put battery inside
phone and you SHOULD GET "Contact Retailer" message again. Now remove
the battery, put it back and hold buttons
"call(green button on the left)" + "*" + "3"
then press the power button while still holding the 3 buttons above...

The phone should start formating itself (note that there must be no sim
card inside the phone while doing this...)

After formatting, phone should be ok... but need to update a good PM
file if necessary.

TAHNKS TO SIR X-Shadow

Thank you, work fine. If you have not backup of Important PM values, you can use also downloading from the other phone, but after uploading PM you must also upload SIM Rebuild information from the same phone like PM values. Now tested by me and 100% working.
