IBM thinkpad bios moves the password around the hdd each time the system reboots. This makes it impossible to get to the password. There are companies like ontrack that do data recovery and they copy the data bit by bit and rearrange it - this is a very expensive process (if used in a court of law the recovered data is not considered legal as it has been manipulated). For this to be done Ontrack has to receive written confirmation from the legal owner of the thinkpad /hdd (with a photocopy of the purchase document).A replacemnet HDD will usually costs lots less to install. FBI uses IBM laptops for this specific reason - from an IBM presales

HDD use what is call an ATA password which is stored in the service track of the HDD, sometimes you can recover the password from the computer's eeprom simply because is the same used for the computer, but if you connect the HDD in a different computer the disk will be locked in a permanent way.

As far I know a locked HDD can be recover by two ways

1. Using an expensive forensic software that cant be cracked because use a special PCI adapter card to connect the HD to the computer
2. An online service (which is also expensive) able to perform the unlocking (not all firmwares are supported)

Recovering locked HDDs is expensive because people don't really care for the value of the disk but the information.
