Which windows is better for mobile software

many friends having problems with windows.... so which windows is better for do software mobiles phones which support all gsm boxes, like Volcano, Z3x, mx, setool, ufs, gpg products, atf, ............... many more.

without having problem to all smart cards too...

my nokia lumia 630 is only compatible with window 8.1.
I don't know whether company will release window 10 for it or not.
