Gx15 step by step

After XXXX on LCD I do following:

-press 1
-press 99
-press TOP RIGHT BUTTON
-press 3 (for unlocking)
-press 3x TOP RIGHT BUTTON after finished unlocking and phone switch OFF

Then put sim card and error message appears SIM MEP ERROR
Then I do all again but format EE instead UNLOCKING after enter test mode xxxx
-press 1
-press 99
-press TOP RIGHT BUTTON
-press 1 (for format eeprom)
-it ask to confirm 1)Yes 2)No and I confirm
-press 3x TOP RIGHT BUTTON after finished formatting and phone switch OFF

BUT NOW ON LCD ONLY “XXXX”
Then I manually enter 1,99, and 1 again and phone is unlocked and OK
But what I do wrong, can’t be more simply or must like this?
