Always server off line SCDR II - GSM-Forum

I was trying to unlocked my c2-3 sinces ystday
but is not succesfully.i was using net too.why
here are the logs

Found Phone, Phone Info:
- Phone Type: myC2-3
- Phone FW: JA3,WE: 130905 1238
- Phone HT : 64 04 01
- Phone IMEI: 354930010426658
- Phone Code: 00000000 (inactive)

- MCP Flash ID: 00 01 22 7E 22 0A 22 01
- Chip(0): AMD 29DL320G 32Mbit

- MSG: UNSUPPORT STANDALONE HASH TABLE!

Get Code from server ...Fail

- ERROR: SERVER'S OFF-LINE!
