write full flash to it or caliberation data from a working handset.
or maybe try to reset phone from menu 2945#*#

otherwise should be a hw malfunction.

ET-BoX can write IMEI. but it seems that there is some problem in repairing IMEI in some particular version available in the market.

hope that this will be solved as soon as we get any sample phone with such problem.
