yes you can but depends on operator all operators are not supported yet

o2 if you have been with them 12months is free otherwise its £15 by credit/debit card or by top up voucher

permanent unlock is not possible, as with any recovery the simlock specific data will be deleted, an written new at the activation process.

i think the best way is for you to have shsh blobs on cydia unlock with ultrasnow use it as you can when u get any problem u can back restore on that version that will be good

or just buy iphone 4 factory unlocked

if your operator will not supply permanant unlock you can purchase from sites like fonefunshop but it can cost upto £80
