i phone4s activate problem.. all is okkk>>>>>

i got a set i phone 4s in i phone 4s disabled connect it to i tunes problem.
i upgrate it successfully aftre it restoring problem i am facing.
a massage appear for insert sim card for activate it and connect it to wi -fi or connect it with i tunes for activate.
i tried both proccess but last a massage appeared <insert sim card to activate i phoe> when i insert sim into mobile,it began to searching for network it means mobile accepted sim but is unabled to activate i phone.
wi-fi is ok but my problem became not solve.
plaeeeeeeeeeeesssss. this is my first iphone for this problem and i am hang here. so need for good solution.

1st check your phone is factory unlocked or not
and what message you got on itunes when you try to activate

try to reset the iphone and to remove everything, or, flight mode and come back to the regular after 2 min on flight mode. thanks
