you need to jailbreak activate/unlock
redsn0w- Download Redsn0w 0.9.4 to Jailbreak iPhone 3.1.3
you'll also need the bootloader 3.9 and 4.6
as well as the firmware file 3.1.2

If you see NETWORK then no need to unlock using the bootloader 3.9 and 4.6. U need redsn0w 0.9.4. Then uses firmware 3.1.2 for the JAILBREAK. Do not choose UNLOCK in the redsn0w function. After that will be ok.
