iphone 3gs canot make activated?confussed - GSM-Forum

i have 3gs 4.0.1 its canot activated (only showing keypad),i try to with at&T sim,and also activatting sim also but its showing this problem,my i tune version is 9.2.06.1
but i tryed another iphone that all are ok .pls give me solution
