Which firmware ???
If u are going to with ios 6.1.3 then use redsnow to jailbreak it and it will activate it.
Option 2:- use snowbreeze latest and make custom ios 6.1.3 with it and restore with custom cooked ios 6.1.3.
It will activate it.

if your set factory unlocked than you just try restore with 6.1.3.....i hope your problem solved 100%.
