Iphone i9 charging problems, when i conect to Wall or PC after 2 minutes says : BAD CHARGER , and stop charging, i change 3 USB and Wall cables and have the same problem, any idea?

when i connect my i9 with pc and i choose com port, then few second the phone disconnect from pc and reboot itself.
there is anyone who know what could be the problem? in this way i can't format my phone...
