BB 8900 please answer me - GSM-Forum

I have some BB 8900 from Movistar(Spain) MEP-06041-008.
Reading code is done.
Network code entered , but after press on OK phone will restard again!!
I've tried 5 times!! Phone ask still unlock code!!
Very strange... Phones are brand new!
and code left is 10

Can anybody help me plz?

you should try flashing the phone and re-install firmware
