1) If you bought a USED phone and want to see if BIS (blackberry e-mail address) has been RELEASED so you can create a new blackberry.net e-mail, you'd have to actually activate the phone on your carrier and tell them to activate BIS. 2) If you are talking about a NEW phone you bought yourself, a BIS dataplan must be active on your CARRIER ACCOUNT to use BIS features such as blackberry.net e-mail and Blackberry Messenger. | |
