after update to new verion 1.8
i tryed more then 20 times, desabled antivirus, firwall rebooted rooter, but still cant sign application

You have problem with your antivirus.

1. Disable antivirus
2. download again full installer
3. install new update
4. enable your antivirus

i have the same Error,but as you told me this is cause Antivirus,
i have uninstald it and still the same ,
