You need to rebuild SIMLOCK and SUPERDONGLE data for this phone.
The data is part of RPL provided by Nokia.

Read the full PM 120.. If is still with the original provvider in ok, if is not with the PM120 tool genrate the filed 0 with the original provvider locked.
Use any tool which can generate RPL from PM (I sue Cyclone for this job)
You will get an RPL like this

write the rpl in the phone and the error in the security 50% goes away.
Won't help you if the problem is in the superdongle
