pls sir do i need to activate my martech clip to be able to use the alcatel tool software?

if yes do i need to pay money and how much?

ALC = alcatel tools (no Credits) 39euro
VSZ= sagem, zte ,vodafone ,huawei, itd ( no Credits) 39 euro
MDM = modem tools ( no Credits ) 39 euro
RCD = radio code 78 euro
