I dont think that you can flash K700 with SE-Fighter.

yes, is possible, but only core file, you can't change language etc.

You can't change language with Fighter, only with Cruiser.

yes of course you can use the same dongle, you will have to take it apart and put a cruiser card in it, but sure you can use the same dongle.
