Hi there.
I got an Iphone 5C , with IOS 10.2 (the latest)

Phone was an AT&T carrier phone.

When connected to itunes with no sim or any other sim it eds to be activated with an at&t card.

So I'm using uasim card, using code 3104101. the iphone gets activated, but everytime I remove the card or change with another it's back to request activation.

how to activate it once for all?

Do you mean that it asks activation every time you change to another sim card?

Yes exactly.

Any card I insert it asks for activation.

And as I insert the ua sim it works.

Did you use iTunes in this process of activation?
Check your PM.

Yes I always used latest version of ITunes.
