iphone 4 (012851009193741) shows UNLOCKED, CONNECT TO ITUNES in order history
when connecting its unlocked but everytime i change sim card it shows sim failure, i have to connect it to itunes to activate mobile services
network setting reseted already firmware also updated but still same, plz help!!

when i connect it to itunes its working fine, so its not a hardware fault as i have to connect it to itunes everytime i change sim, it needs activation everytime.

have you tried to connect it off wifi when changing out the sim , saves the hassle of plugging it to itunes , i never plug my iphone unlocks to itunes , i just put non accepted sim and connect off wifi , phone goes to idle then back to normal good to go

it seems to be nor locked neither unlocked but unassigned
so try to full restore your iphone then activate with original sim card in our case AT&T SIM then full erase your iphone and activate with your local sim card
also check your imei again maybe it is replaced imei
