I have iPhone 5c with charging problem

If it s turn on it charges normally percentage increase

If it s turn off (both in the case of fully discharged battery that in the case of charged battery ) it doesn't charge ( usb detecter shows 0.00 ampere ) but clicking on power buttons it starts charging ( usb detector shows 0.90 ampere) and charging cycles goes good

What do you think about ???
Changed battery but I didn't fix it

i changed u2 now phone working fine but there is no usb no charging i think some print missing u2 area can i fix it via jumps or any idea for fix ?
