Wifi is disabled but bluetooth is working fine please

hi guys! My iphone 3GS just keep draining battery, although it was off, i've change the battery but the problem's still persist.
May be it's shorted somewhere, can you show me how to check?
Any help would be appreciated..

Insert a charged battery check what is heating,where heats there is short.
Or with a multimeter check battery connector if not shorting.

iphone 3gs watered - power up with wall charger only but in recovery mode (apple and then itune connected, no backlight).
I cleaned with alcohool and dried, i see the lcd connector two pins corroded (believe that's the reason for no back-light)
I tried to restore with itune, but error 1611 - iphone restart but return in recovery all the times.
Pls help

Thought was the ic broken... thanks, but i think it is not the issue.
I followed ur wise suggestion, I connected the motherboard to a power supply (jumpered two wires to the motherborad battery test point).
Providing power, the other side of the mother board becomes hot and Vcc does not go above 1.7 volt! -> clear issue.
Seems it is the U31_RF, I am removing the metal shield...
Any suggestion?

I took a pic of the area.
The arrow shows the coil becoming hot, while the oval seems missing something? Attached the power supply picture too.
