Remove all other dongles ( if they connected ) from USB ports. Connect just BEST and try run it.

@byteforce, "default" SX4 server work normally, just checked.
best.ini => sx4srv => default

@QasimMughal786, that mean you done something wrong.
Download file again and replace current one in BEST folder.
Re-insert dongle and try run again.
