1. Dead phone will not charge battery. Don't forget about that.
2. Last BEST version is not 2.17 , it is 2.19
3. Can try with BootRepair mode Flashing. Just use boot jig as desribed in Lumia Boot repair manual.

Then I reccomend :
1. Update drivers. Use latest one from support.
2. Also better try with another PC and good original cable.
