WP8 NVI files - are they really flashed to phone?

See topic.

Are these files really flashed to phone after or before FFU with common flashing tools?

They contain modem settings and aren't signed.

Or are they only flashed in production after authentication with e.g. SX-4?

Hello.
After SX4 auth and SPC send , also some more actions need, if not wrong. (i.e. logging and rest things)

Also, NVI exists inside FFU , and seems as updated by system after startup , but I not check that more deep and it just a though.

Since some Lumia 920 RM-820 lost WCDMA AWS band after flashing with ATT firmware and didn't get back it after reflashing with e.g. Canadian or Latin America firmware.

I not check about that , but NVI files have some settings.
In DPP - basic drivers and NKSecurity. Others - not check well.
