it came like this but i done many like these,mostly this is a demo device ,flashed with stock firmware ,the issue is with this bit 14 it fails to repair
I used to repair imei,patch network,and phone works but it must'nt be flashed ,it can be formatted

Try to root device using magisk 23 or 24.3 and perform operation once again.

v23 can't root this build the phone can't reboot to root mode , v24.3 worked but imei repair failed :
