What test mode do you mean? For Motorola phones?
There are many chip manufacturers so there are different operating systems integrated on SIM cards. If you don't have special tool for your specific SIM card (or detailed documentation with OS instructions) and if you don't know passwords for personalization, you probably can't do what you want...

Don't try to get curious and attempt to read a normal card (not Silver/Gold) with a PIC programmer in hope of getting the ".hex" for the SIM card... A friend of mine tried that and burned a VX-Multi Programmer.
