Fully charge phone's battery, ensure that it is properly connected and repeat operation once again.
In most cases such an issue appears due to battery.

Software testpoint workd for versions lower than Android 10.1
I recommend using hardware TP for your firmware version (ELE-L29 11.0.0.156). Most probably that you will have to use this method: How to service devices with closed (disabled) hardware TP

A slightly higher version required a modified cable. I think your version also requires disassembly of the phone + modified cable.
