Try to check whether the battery is connected and charged. Try connecting the cable to the USB port of the motherboard.

I can comfirm its not about software in the phone or connection problems but this is a hardware related issue. P40 pro just like p40 lite(JNY-lx1) has different hardware variations.
P40 pro has 2 board variants I have both with me one works fine and the other gives the Write to serial port error
