pack 4 funciotion, without pack 3

I understand, thank you for the answer, but here in Brazil, there are few Huawei phones, until today, with 15 years of open store, this is the second one that appears for me to unlock, in which case the price is out of the possibilities.

I have pack 1 and 2 only! however I need to unlock the NCK of this Huawei Mate Pro 20 Kirin 980! that's right here there are very few Huawei's
