What software to use for making wav?

too much ways to making a wave file

WinAMP, CoolEdit, Windows' Sound Recorder, Creative Recorder, SoundForge, Nero WAV Editor, etc.

It seems that Siemens phones aren't able to play some wav files. It depends on the format of the file (the way it was encoded). For instance, I can't use my Windows Startup tone on it

i think that adobe audition & sound forge 7 are the best softwares to be used....

I downloaded Sound Forge7, .wav is working, but I missed freqency 16.000 kHz, supports only 8.000 kHz. But Cool Edit support 16,some friend told
