If nothing help, it's hardware problem. Baseband not startup. Contact me and I will help you.

my i9500 baseband unknown and imei null
i try many firmware ...dont work
also try modems flash ...dont work

rename the file GT-i9500 fix_imei_null to GT-i9500 fix_imei_null.rar and extract it

that's all and flash your phone
