wrong , i tried with lumia 900 and it doesnt reset the counter , i had 4 tries left and its still 4 tries left after flashing .

Lumia 710 after flashing completed
not excepted sim and puk blocked
the sim has no puk code
i have try 3 other sim without puk but problem is sill

any solution ?

PIN refers to simlock unlock code (8 digits), 10 tries

after 10 tries now it will show PUK refers enter the (10 digits) of puk code phone will be unlocked
