iPhone 11, NON_ATT but is ATT - GSM-Forum

I am looking for someone who can unlock (SIM Carrier Unlock) 2 iPhones. Both have a registration in GSX as AT&T iPhone's but when I try to have them unlocked they come back as NON_ATT. Anyone ever dealt with this problem? both phones are clean.
