No, it is not safe.
Your phone has V20q and you want to flash V20o that is an older version firmware ( in the alphabet "o" comes before "q" so :
q =newer
o = older

Flashing an older firmware like you want to do will brick your phone

You can only flash same version or newer.

Hello.

Try to put the phone into Download Mode manually. If the phone doesn't go into DM, You can try to repair it using tool, which supports repairing this device via eMMC or USB.

What was initial state of the phone? Why did You decide to reflash it?

According to the Software log, You have downgraded phone's firmware version from V20q to V20o. Downgrading can damage your device.
Can You put your device into Emergency (Download) Mode manually?

What is the state of your phone now? Can You put your device into Emergency (Download) Mode manually? What device appear in PC Device Manager when You connect the phone to PC?

to unbrick your devices you have some options
1 repair by emmc box
2 sd card dump emmc (64gb and working phone needle)
3 qpst firehorse method

google search bro.. good look and now you know to be very carefull on lg phone´s flash procedure, never downgrade inclusive marsmallow 6.0 can brick same version.

20i 20o 20p 20q in order for the date build and alphanumeric order a,b,c,d,e,f,g,h etc..

not b,a,z... im sorry for you frend, you have a dead phone now.
