After Nov 30, 2013. I was found many iPhone restore to iOS 7.x can not activate to home screen. Alway asking to contract Apple support. Even before restore the phone can work full function and no iCloud (FMi) feature enable. What are they call? "BlackList or what"

Please advice,,,
