Red face RSIM 9 pro, softbank , SIM REQUIRED

Hello,
I have an iPhone 5 locked to softbank.
I insert the RSIM 9 pro into my phone with my new simcard.
I choose i5 then softbank JP.
it says "success" then tells me to reset.
After reset the activation process starts but it says
"SIM Required"
"Please insert a SIM card.

I can not get past this screen but I can see full reception dots in the top left but no network name if that means anything.
