USSD Codes & Message issue

I am having a japan au kddi locked phone ios 7 using airtel india network
only 2 issues i have firstly USSD codes don't work
secondly if i have to send message then i have to remove country code from them then only they get send , as my all contacts are saved with country code +91
if i save my contacts without country code then it would save in different format which won't allow me to call then.

any way to fix this

i have jailbreakd the phone also.. i was trying to edit carrier.plist of kddi network file which has references including that of message and ussd but it wasn't getting saved , installed the commcenter patch also
please guide me relating this,
