Seems either you phone already has MEID or you have inserted UIM.

Try again wihout any UIM inserted.

Please note that you can only write MEID on phones with blank MEID.

In other case, you can try ESN MEID SPC Remover in Tools Page to remove MEID etc from a flash file, and write that flash file to phone.

You can also write only EFS if required.

In result, you will get Blank MEID and ESN and can write any MEID back into phone.
