There are GSM products that (started as...) open source software, most important one may be Osmocom's full GSM stack.
As for more Toolbox-oriented devices, those are often a (rather whacky...) collection of either stolen intellectual property of large manufacturers, other Devs, leaked stuff etc. making it quite hard to play the rules right in terms of settign up a real repo with licence and attracting devs. Gray area market just seems to work out too well for most teams.

But I agree on the disappointment of yours to this fact...

OpenSource GSM Product = Free Public Give away of the solution and killing of the small repair shops/pricing.

It takes lots of efforts after reverse engineering the Firmware/Official Tools/etc. And none of this is legal!

Still, there were some generous developers, who posted their solutions openly for the learning purposes.
