    AFAIK the processor using AVR, is it true the programming based on ARM?

    The old phones like T28/R380 ect uses only AVR chip, newer phones like T39/T68/T610 have AVR chip with main firmware, and a ARM chip with "modem" firmware, the newest generation from SE like Z1010/K700/V800 have only a ARM chip.
