iPad activation error - GSM-Forum

I have this ipad wifi only,icloud bypassed with emmc change from iPhone 5s.Everything is ok until activation.With itunes activation it has 0xe8000013 error,and with wifi : Activation server cannot be reached.Yes,it has serial number(former serial of iPh 5s),tried many cables,2 PCs,restored and updated,even activating from different external ip.Done this bypass on many ipads wifi only.This is the first with issues.The question is: does apple remove iphone serial numbers from activation list?

I have the same problem in ios 11 , downgrade to ios 10.3.3 and you wil solve that , see this other post :

Downgrade to iOs 10 is not signed anymore.That solution to icloud bypass is obsolete.Well played apple...

CHECK THE SERIAL NUMBER YOU PROGRAMMED IS FOR THE SAME MODEL OF IPAD BECAUSE I HAD THIS ERROR WHEN I PROGRAMMED THE NAND FOR IPAD MINI 3 ACCIDENTLY WITH IPAD MINI 4 SERIAL NUMBER. I GOT ERROR 0xe8000013 ...HOPE THIS HELPS JAY
