Is require special firmware that has inside netmonitor, but is hard to get that files...

there are files (on this forum) to activate netmonitor on 7650 (dct4/wd2) old firmware version

I know from my friends: this flash files are only for Net Operator that are also authorised by Nokia for repair ( in this case they can do update for their engineers ).
I searched for this files in support web level 4 but no luck...

My friend have net monitor in his 6310i from work...
V5.10 / 11-09-02
