adb shell am start com.lge.networksettings/com.lge.networksettings.MobileNetworkSettings

then choose global

The phone is unlocked and APN ok.
You can receive and make gsm call and edit APN.

You Hard bricked your phone, I think downgrade is not possible for this phone...try to repair with QFIL check on the web
